Pat dry chicken wings dry using a paper towel. You want to absorb as much excess liquid as possible.
In a small bowl combine olive oil, garlic, parmesan cheese, parsley, salt, pepper, and red pepper flakes and set aside.
Sprinkle Cornstarch over dried wings and coat. Turn wings over and over to coat with cornstarch
Drizzle olive oil mixture on top of wings and toss to coat.
I like to use a piece of parchment paper on a large cookie sheet and then I line chicken wings in a single layer so they do not touch. I find wings cook more evenly when they are on a single layer not touching each other while baking.
Bake for 40-50 minutes, turning wings halfway through.
Once baked, set the oven to broil and place wings under the broiler for 2-3 minutes per side. Watch closely so they do not burn.
